The United States Bishops’ Committee on the Liturgy has provided the following guidelines for determining exceptions to Holy Days of Obligation: -

When December 8 falls on a Saturday or a Monday, the obligation to participate in Mass remains. -

In addition, priests are free to use either the Preface for Christian Unity (#76 in the Sacramentary) or the new Eucharistic Prayer I, “The Church on the Way to Unity,” with its proper Preface. It is suggested that a petition for the unity of all Christians be included in the Prayer of the Faithful on this day.

If the Mass in which the sacrament of Marriage is celebrated is a regular parish Mass, the Mass of the day is celebrated, even on the Sundays of the Christmas season and of Ordinary Time. The ritual Mass for Marriage is not permitted on Holy Days on which the precept to attend Mass is abrogated, since these days still rank as solemnities. With the exception of the Easter Triduum, the Rite of Marriage Outside of Mass is always permitted, regardless of the feast or solemnity. Back to top ***** Rite of Christian Initiation of Adults Rite of Acceptance into the Order of Catechumens / Rite of Welcoming The Rite of Acceptance and the Rite of Welcoming may be scheduled and celebrated several times a year. To give adequate focus to both the rites and to the seasons of Advent, Christmas, Lent, and Easter, Sundays in Ordinary Time are better options for celebrating these rites. Rite of Election The Rite of Election is required for all catechumens ready for initiation at the next Easter Vigil. At the Diocese of San José Rite of Election, each parish presents its Book of the Elect in which the catechumens sent to the Rite have signed their names during the parish Rite of Sending. Note: The Diocese of San José does not celebrate a separate Rite of Calling the Candidates to Continuing Conversion for baptized but uncatechized adults, nor does it combine this rite with the Rite of Election. However, baptized candidates are encouraged to participate in the Rite of Election as members of the faithful, giving their assent to the testimony for the catechumens and praying for them in the intercessions. Scrutinies Three scrutinies are required for all the Elect. Only with the Bishop’s permission may a scrutiny be omitted (RCIA, #20). When the scrutinies are celebrated, Cycle A readings and the proper prayers for the Ritual Mass (Christian Initiation, The Scrutinies, found in the Sacramentary) must be used (RCIA, #146). It is inappropriate to adapt the scrutinies for readings other than the Cycle A readings. Note: Baptized candidates do not participate in the scrutinies except as members of the faithful. Easter Vigil The Easter Vigil is the principal time to initiate the Elect. By Canon Law (866), priests who baptize a person who has reached the age of reason must also confirm and give Eucharist to that person in the same celebration. No additional faculties are required. Note: Priests must receive faculties to confirm already-baptized Catholics. Reception of Baptized Christians into the Full Communion of the Catholic Church This rite may be celebrated on any appropriate Sunday as soon as the candidate is ready. It is preferable that reception not take place at the Easter Vigil (National Statutes for the Catechumenate, #33). Priests who receive candidates also confirm them as part of the rite (no additional faculty is required), unless the person received has already been validly confirmed (RCIA, #481). Back to top ***** Confirmation On days when ritual Masses are permitted, the ritual Mass for Confirmation, with its proper readings, may be celebrated. If the ritual Mass is not celebrated, one of the readings may be taken from those provided in the Lectionary for Mass for the ritual Mass of Confirmation. When Confirmation is celebrated on any of the following days, the Mass of the Day, with its proper readings and vestment colors, is celebrated: - Easter Triduum
- Christmas; Epiphany; Ascension; Pentecost; Sundays of Advent, Lent, and Easter season
- Ash Wednesday; weekdays of Holy Week
- solemnities of the Lord, of Mary, and saints listed in the General Calendar; All Souls

The final blessing proper to the ritual Mass may always be used. Back to top ***** First Communion “It is also appropriate that children receive their First Communion on one or other of the Sunday of Easter” (Circular Letter Concerning the Preparation and Celebration of the Paschal Feast, #103). “Apart from exceptional cases, it is not particularly appropriate for First Communion to be administered on Holy Thursday of the Lord’s Supper. Another day should be chosen instead, such as a Sunday between the Second and Sixth Sunday of Easter, or on the Solemnity of the Body and Blood of Christ, or the Sundays of Ordinary Time, since Sunday is rightly regarded as the day of the Eucharist” (Redemptionis Sacramentum, #87). - and the anniversary of dedication is of a particular church
- or the solemnity is of the principal patron of a specific place or of the title of a particular church.
It may not be transferred if: - the transfer would be to a Sunday of Advent, Lent, or the Easter season,
- or to one on which any solemnity of the Lord, of Mary, or of the saints listed in the General Calendar falls;
- or if the celebration involves the anniversary of the dedication of the cathedral church or the patron of a region or nation or a secondary patron.
